I chose a victim advocate program that provides crisis intervention for sexual assault victims. “The Victim Advocate provides emotional support to primary victims and secondary victims during the examination at the hospital or during an interview with the police. Applicant must be able to respond to victim/family in a non-judgmental and unbiased manner. The requirement is to work a minimum 2 shifts per month (

, 2018).” I chose the program monitoring to answer the question about clients being satisfied with this service program.

Explain the potential benefits of the program evaluation that you proposed (both process and outcome).

The process benefits of monitoring the program helps with determining the strengths and weaknesses of the service program that is being implemented. It helps to discover ways to improve program services for the most effective outcomes. Additionally, monitoring the program presents accountability to ensure effectiveness and integrity of the program. “Program monitoring typically uses many different types of data-collection strategies, such as questionnaires given out to clients or staff members, individual and group interviewing of staff and clients, observations of pro-grams and specific interactions between staff members and clients, reviews of existing documents such as client files and personnel documents, and consulting experts (Dudley, 2014) (p.73).”

Identify 2–3 concerns that stakeholders might have about your proposed evaluation and how you would address those concerns.

My proposed evaluation is program monitoring. The stakeholders may have concerns with who is conducting the research and another concern could be what resources is needed to conduct the evaluation (Logan & Royse, 2010). I would address the concerns by explaining the need for an external person to complete the evaluation requirements instead of an internal person. The external person to present the program evaluation would be unbiased because there is no internal investment within the agency or toward the clients involved. Furthermore, the agency is a nonprofit organization that is grant funded therefore an external evaluator is preferred to keep the agency and its programs available for the community at large.

I enjoyed reading your post.

One of the proposed questions and concerns identified in the post focuses on the individual conducting the evaluation.  A suggestion to address this was using an external resource to conduct the evaluation rather than someone internal to avoid any potential bias.  This concern relates to steps 4 and 5 in the evaluation steps, planning the evaluation and implementing the evaluation, respectively (Dudley, 2014).  In the planning step, those conducting the evaluation would be identified and in step 5, that same individual(s) would then perform the evaluation.  

Suggest an additional question or concern that stakeholders may have about program evaluation.

An additional concern stakeholders might have about the proposed program evaluation is that it doesn’t provide adequate information.  For example, stakeholders might want to know more about how the program is functioning from a financial perspective and a program monitoring evaluation might not reveal issues in that area.  

Recommend an alternative model for the evaluation.

An alternative model that might assess for more varied information, such as financial outcomes is an efficiency evaluation (Dudley, 2014).  This type of evaluation determines if the allocated resources of an agency are being used efficiently (Dudley, 2014).  Specifically, these evaluations determine the ratio of inputs to outputs, such as the number of clients completing the program based on the costs (Dudley, 2014).
