Assignment: Community Policing Plan

Community policing is a combination of approaches, philosophies, and strategies. The purpose of community policing is as old as policing itself, rooted in long-standing goals, practices, and problem-solving efforts. With an understanding of the roles in and factors affecting a community, you now shift to creating a community policing plan.

For this Assignment, you develop a proposal for a community policing plan. The key elements of a proposal are listed below. Consider Part 1 of the document to be public—that is, it is a document to be shared with an audience consisting of community members and your peers in your law enforcement agency. Part 2 of your document is your analysis and reflection of the plan, the audience for which is your Instructor only.

Submit a community policing proposal that contains the following:

Part 1

In 250 words, address the following in your proposal. Because this is a “public” document with the goal of disseminating information to your community, you may use a combination of paragraphs and bullet points. Be sure to use proper grammar and APA style.

In the introduction to your proposal, address the following:

Identify the problem you seek to address.

Describe the proposed solution in a summary statement that is concise but complete.

Identify the proposed duration for the community policing plan that will address the problem.

In the remainder of your proposal, include the following items:

Mission statement

Vision statement

Possible challenges and opportunities

Strategies for implementation and success

Part 2

In 500 words, respond to the prompts below. Recall that this portion of your document is your analysis and reflection of the plan, the audience for which is your Instructor only.

Identify the interdisciplinary entities that will be stakeholders in your plan (i.e., the institutions or parts of the community to partner with) and explain their roles.

Explain how you foresee your plan working “on the ground.” In this explanation, be sure to be forthcoming about possible challenges and how you intend to overcome them. For example, what challenges not shared in the public plan do you think you may encounter?

Describe any outreach strategies you could employ, including social media or press-style announcements.

Policing Plan

Part 1:

The following proposal is to address something that has been plaguing the community along time and that is the use of racial profiling. In recent news there have been just simple traffic stops that have ended being a deadly encounter; these encounters are extremely high for black people. When traffic stops happen that involves a minority there is a high chance that person will end up in jail or dead because of the tension of the encounter (Choudhury, 2019).

The proposed solution that I have to address the problem is that each department hire social psychologists that will be able to promote a positive policing department that will no longer look to racial profile, but will promote a society where people are being treated better along with more of a fairer treatment. I proposed that this should be implemented and a permanent ongoing plan of action (Glasser, 2015).

The purpose of this proposal is to be able to display a mission statement that reflects respect for everyone regardless of their color or the background of a person. I propose the following mission statement “To uphold the law as a member of this police department while showing members of this community the respect that is due regardless of race, creed or color while enforcing the law in a fair and equal manner”. The mission stated that I just proposed will be the basis of the department and the purpose is to be able to get to the following vision statement “To be the agency the community trusts, respects and show their support bringing back the integrity for law enforcement”. Challenges that I foresee that may be a problem is that you already have officers that are there may think that this is taking away from their job by restricted how they police then there are people that have had bad experiences with officers in the past and no matter what they always feel that every officer is bad and when coming in contact with a law enforcement officer there is not any mutual respect. Strategies that could be done is to invite the community to come to the office and have the classes with the officers as a transparency. Work with a community leader and have cookouts for the community and the officers as a way of getting to know each other out of uniform.

 Part 2:

The plan will consist of the following first it will be someone that could be elected from the community and their role will be to be the person that the community will be able to express their concerns too. The Community spokes person will be the one that could go the police department and take the concerns that were expressed to the from the community not only just to the police, but this person will be task with expressing to the community of things that they will need to take responsibility for as well to make things work.

The next person will consist of a person of authority from the local police either it be the chief or sheriff or the person that is directly 2nd in command this person will be task with executing the necessary training on things that are being expressed to them from the community like awareness. The third will be an outside agency that does not have any ties to the community and their function is to be the one that if there was ever an issue that cannot be resolved by talks or action this person will be task with making the decision on what actions that need to go forward as a way of resolving the issue known as a mediator.

The strategies that I would use for outreach is food everyone loves food and especially if the food is free, with that being said officers from the local agencies and volunteers from the community could meet up and put together a plan to go out and pass out flyers to have a community cookout. The cookout could also be posted on Face Book throughout the different neighborhood swaps in the area. The idea is to have the police and the community to come together in a relax atmosphere.

During the time of the cookout this is where people of the community as well as the police department could express their concerns about issues that they see going on and each one could take notes and pick another date to come back together again to give time to develop some solutions that could be presented during the next community cookout. Which will be a on going thing to be proactive and preventative for issues that may be presented later this will bring closeness between the community and the officers.

BEST PRACTICE IN COMMUNITY POLICING

STUDENT #1 Saheed Kareen

Paradigm has shifted from the model of policing that engulfed the whole of twentieth century to policing system that adopts liaison and mutual rapport with community, neighborhood as a priority to effective policing through respect for everyone without preferential treatment for any ethnicity, gender, religion, tribe and political affiliations. For this reason, unique and district values, methods or strategies are being devised tactically through “partnership, problem-solving and organizational structure” to achieve best practice in community policing system. This system is effective in a way that the community is engaged, involved in the policy system such that a relationship of trust is built between the community and the law enforcement agent, the police. Several community policing initiatives must be put in place through partnership, collaboration and establishing trust relationship (Scott, 2000).

One effective example I would give is where the community is often alerted and carried along in policing activities, especially where there is a center created for this purpose to manage trust relationship. I will exemplify this with the case of northeastern city where a group of police officers killed a minority resident and within hours of the accident, the chief police who had established mutual respect and a relationship of trust and collaboration with the community was contacted on how to resolve the situation from escalation. Police and the community then both examined and reviewed the situation to proffer a solution and collaborate in the implementation of the solution to the review or procedural improvements as one of the best practices to community policing.

This, without doubt, provides a unique practice and strategy as an effective means to create trust relationship in the community policing and should rely on partnership, collaboration and organizational structure. To have this as a best practice, a dedicated team must be created in the community whose duty is to liaise with the community and report to the distinct captain, keep regular constant, attend to variety of issues and translate community concerns into action with the assistance of partnerships collaboration and mutual respect (Wasserman & Ginsburg, 2014).
